The Elo win probability is calculated using the following formula:
Win Probability of Player A = 1 / (1 + 10 ^ ((Rating_B - Rating_A) / 400))

This formula gives a value between 0 and 1. To convert it into a percentage, just multiply the result by 100.
For example, if Player A has a rating of 1600 and Player B has 1400:
Probability = 1 / (1 + 10^((1400 - 1600) / 400))
= 1 / (1 + 10^(-0.5)) ≈ 0.76 or 76%
That means Player A has a 76% chance of winning against Player B.
